Frank Buss

Frank Buss is a partner in the Dover, Ohio, office of Novogradac & Company LLP, where he performs numerous services related to the new markets tax credit (NMTC), historic rehabilitation tax credit (HTC) and the low-income housing tax credit (LIHTC) industries, including audit and tax services, forecasting and consulting. He has significant experience in tax and audit engagements involving closely held businesses, high-net-worth individuals, community development entities, partnerships and nonprofit organizations. Mr. Buss joined the firm in 2006 after working as an audit supervisor servicing manufacturing, construction and nonprofit clients for a regional certified public accounting firm in Canton, Ohio. Before that, he served as the chief operating officer for a wealth-management firm, focusing on financial and transaction analysis and a wide range of individual and business planning matters. Mr. Buss received a bachelor’s degree in business administration from the University of Akron and is licensed in Ohio as a certified public accountant.

James D. Howard, Jr. is the founder, principal shareholder and chief executive officer of Dudley Ventures. A native of The Bronx, New York, Mr. Howard earned his degree from the College of the Holy Cross in Worcester, Mass., in 1980 and a law degree from Georgetown University Law Center in 1984. Dudley Ventures was founded by Mr. Howard in 1996. Dudley Ventures has been an innovator in tax credit investment and has invested and manages more than $1.25 billion with its national banking partners in sustainable transactions with high community impact. Mr. Howard has authored numerous articles on tax credit investing and is a regular speaker at major new markets tax credits (NMTCs) conferences and many regional conferences. Mr. Howard is a board member of the New Markets Tax Credit Coalition and also serves on the advisory board of BBVA Compass, an international bank with offices throughout the United States.

Steven Mount

Steven Mount focuses his practice on tax credit financings including new markets tax credit (NMTC), historic tax credit (HTC) and renewable energy tax credit (RETC) transactions. He also represents clients concerning partnership taxation and other real estate joint venture transactions, and issues concerning real estate investment trusts. He is a regular panelist at the Novogradac New Markets Tax Credit Conference series, has authored a BNA portfolio on the taxation of real estate investment trusts (REITs) and is the author of several articles on REITs and other issues. He is also the author of the Bloomberg BNA portfolio on new markets tax credits (NMTCs). Mr. Mount is a member of the National Association of Real Estate Investment Trusts and is listed in The Best Lawyers in America and Ohio Super Lawyers.

Scott Lindquist is a partner in the Chicago office of Dentons U.S. LLP. He has more than 30 years’ experience in real estate finance, development and investment, including partnership and LLC investment structuring and tax-advantaged investments. A substantial portion of his practice is devoted to representation of a wide variety of clients in the new markets tax credit (NMTC) area, participating in hundreds of transactions involving more than $2 billion of investment. He has been a speaker at more than 40 NMTC conferences during the past 11 years, and he has also authored and co-authored numerous articles on NMTC-related issues.
