Michael Kressig is a partner in the St. Louis office of Novogradac & Company LLP, where he specializes in community development and affordable housing, including new markets tax credit (NMTC), low-income housing tax credit (LIHTC) and historic rehabilitation tax credit (HTC) transactions. He has more than 20 years of public accounting and business advisory experience. His consulting expertise includes forecasts and projections, deal structuring and related services. Mr. Kressig also works extensively with real estate partnership and compliance audits, advises clients on accounting, tax and regulatory issues and is a frequent speaker at industry events. Before joining Novogradac & Company LLP, Mr. Kressig was partner in charge of Sabino & Company's assurance services group and directed the firm's real estate services practice group. Mr. Kressig also served as a senior manager with Deloitte LLP, where he specialized in financial industry audits as well as merger and acquisition consulting and due diligence. Mr. Kressig received a bachelor’s degree in business administration, majoring in accounting, from Rockhurst University. He is licensed in Missouri as a certified public accountant.

Scott Hammel is a partner in the St. Louis office of Husch Blackwell LLP. As a member of Husch Blackwell’s financial services team, Mr. Hammel focuses his practice in banking and finance matters, particularly with regard to tax credits and commercial financing. As to tax credits, he represents a variety of clients in transactions involving federal and state new markets tax credits (NMTCs), historic rehabilitation tax credits (HTCs) and other tax credits. Such transactions often combine different types of tax credits, public incentives and commercial financing to maximize development funds available to a project. As to commercial financing, Mr. Hammel handles a variety of commercial financing matters, including the structuring, negotiation and documentation of both secured and unsecured loan and credit facilities, as well as the structuring, negotiation and documentation of loan workouts. In addition, Mr. Hammel represents real estate developers in all aspects of real estate development, including acquisitions, municipal incentives, financing, management, leasing and sales.
Merrill F. Hoopengardner

Merrill Hoopengardner joined NTCIC in 2016, bringing 19 years of experience in community development finance that includes the structuring and closing of more than $1 billion in financing utilizing historic tax credits (HTCs), new markets tax credits (NMTCs) and low-income housing tax credits (LIHTCs). Before joining NTCIC, Ms. Hoopengardner was a principal at Advantage Capital Partners, where she raised more than $100 million per year in state and federal NMTC funds that were used to provide access to capital for small businesses nationwide. Ms. Hoopengardner began her tax credit career with the law firm Nixon Peabody LLP, where she represented a number of prominent community development entity, investor and project sponsor clients. During her seven-year tenure at Nixon Peabody, she was responsible for structuring and closing more than $1 billion of NMTC and HTC financings. Ms. Hoopengardner is a seasoned public speaker and a widely published author on the subjects of venture capital as an economic development tool and the NMTC “targeted populations” rules. Ms. Hoopengardner earned both her bachelor’s degree and her juris doctor from Duke University.

Steven Mount focuses his practice on tax credit financings including new markets tax credit (NMTC), historic tax credit (HTC) and renewable energy tax credit (RETC) transactions. He is a regular panelist at the Novogradac New Markets Tax Credit Conference series, has authored a BNA portfolio on the taxation of real estate investment trusts (REITs) and is the author of several articles on REITs and other issues. He is also the author of the Bloomberg BNA portfolio on new markets tax credits. Mr. Mount is a member of the National Association of Real Estate Investment Trusts and is listed in The Best Lawyers in America and Ohio Super Lawyers.
